James C. S. Meng, Ph.D. Deputy Assistant Secretary of the Navy, Architectures, Standards and Integration Office of the Assistant Secretary of the Navy, Financial Management and Comptroller Dr. Meng entered the Senior Executive Service in June 1998. In 2011, he led the Navy’s Provider Enterprise Executive Steering Group for VCNO/ASNRDA’s Data Standardization initiative across the Navy and created Enterprise Cost Management Framework (ECMF). Starting 2012, Dr. Meng is leading the Navy’s efforts in business systems architecture, cost data standardization and rationalization of financial management systems. He is currently overseeing large scale system of systems strategies toward a boundary-less enterprise. From 2009 to 2010, he was the Science Technology Engineering & Mathematics Executive, reporting to the Principal Civilian Deputy, Assistant Secretary of the Navy, Research Development & Acquisition. His tasks were to energize the Science & Engineering foundations for the Navy. Dr. Meng served as Executive Director, Warfare Systems Engineering Directorate, SEA06B, Washington, DC, and also Chief Systems Engineer, the Navy’s certifying authority of the Strike Force Interoperability from July 2005 – February 2009, where he held responsibilities in warfare systems. He managed the Navy’s directed energy and SURFTECH, and Foreign Military Sales over $3 billion. From 2003 to June 2005, he was dual-hatted as the NAVSEA Warfare Centers Work Assignment Executive, and the NAVSEA Warfare Centers Business Executive. In those capacities, he oversaw assignment of $6 billion annually to more than 25,000 man-years of government and contract work across eight Divisions and 11 geographic sites. Prior to that, he served as Executive Director of the Naval Undersea Warfare Center Division, Keyport, from January 2000 to March 2003 and Head, Undersea Weapons Technology Department, Newport, Rhode Island from 1994 to 1999. Dr. Meng earned his B.S, degree in mechanical engineering from the National Taiwan University, Taipei, Taiwan; his M.S. in engineering physics from the University of California, Berkley; and his Ph.D. in aeronautical engineering from the University of California, Berkley. In 1994, he earned M.S. in management science from MIT Sloan School of Management. He published over 100 reports and 24 refereed journal papers. He holds 7 US Patents.
